Equal Protection and Institutional Transparency 
All law enforcement vehicles state-wide should be high-visibility, both for officer safety and public trust. For the same reason all officers should wear body cameras. No officer should obscure their identity absent extraordinary circumstances and other clearly identifying marks. Authority must be visible to be legitimate.
